Contractors bidding for public and private projects are legally required to employ Pakistan Engineering Council–registered engineers. Unemployed engineers, desperate for income, are forced to sell their PEC stamp for as little as Rs. Pakistan’s chronic energy crisis, water mismanagement, and infrastructure decay are structural outcomes of this mismatch between authority and expertise.
