MANILA, Philippines — It is going to be a rainy first day of the new year for most parts of the country. In its 4 p.m. weather bulletin on December 31, Pagasa said that two weather systems, the tail end of a cold front and the northeast monsoon, continue to bring rain in the country on January 1. Cebu City, meanwhile, will have a rainy January 1 due to the tail end of a cold front and the nearing low pressure area. Pagasa said that at 3:00 p.m., the new LPA is located 850 km east of Surigao City. Parts of Mindanao are still recovering from the onslaught of tropical storm Vinta that battered Mindanao earlier this month.
