MANILA, Philippines — Philippine National Police (PNP) chief Gen. Oscar Albayalde yesterday urged Peter Joemel Advincula, the self-confessed “Bikoy” in the “Ang Totoong Narcolist” videos, to surrender and face the criminal cases against him. Albayalde said Advincula should come out of hiding and prove the charges against him have no basis. If Advincula surrenders, Albayalde added, it would save the government time and effort trying to locate him. Based on the latest information they obtained, Albayalde said Advincula has been approaching several personalities for help but has failed to get support. The PNP chief is sure though that Advincula is no longer in the custody of the person who coddled him.
