The human chain in front of Raj BhavanPatna, March 1: A PIL was filed in Patna High Court today against the state's IAS officers for forming a human chain in front of Raj Bhavan on February 26 to protest the arrest of Bihar Staff Selection Commission chairman Sudhir Kumar. The public interest litigation called it a violation of Section 7 of the All India Services Rules, 1968, and Section 144 of the CrPC, enforced in the area for the Assembly's budget session. Section 7 says no officer can criticise a current or recent policy/action of the central or a state government. "The officers had not taken prior permission from the Patna DM or Sadar SDO," the PIL says. The petitioner has alleged that 20 DMs took part in the chain by leaving their offices without permission.
