MANILA, Philippines — Despite AstraZeneca’s pullout from the country’s clinical trials, the Philippines may consider negotiating for the possible COVID-19 vaccine made by the British drugmaker and Russia’s Gamaleya Institute, an official of the Department of Science and Technology (DOST) said Friday.
