Doctors say that the infections are caused primarily due to carrying ineffective tests or using infectious needles and syringes used for blood tests and blood donation. The ineffective tests were carried out because there was an inefficiency in the system. Most of public health organisations are underdeveloped or do not have enough resources to provide it to its patients. Some projects start very quickly but its finances remain under the cloud and there is no completion of the project. These are some of the key reasons why more than 200 community health centres (CHCs) and primary health centres (PHCs) in 52 Uttar Pradesh districts are stuck, some from as far back as 2005, information accessed by The Indian Express under the Right to Information Act shows.
