Ouko asks why Sh3bn was paid to high bidder


Pioneer was paid Sh1.6 billion on September 19, 2014, Sh147 million on March 23, 2015 and a final payment of Sh1.7 billion on October 23, 2015. The report by Auditor General Edward Ouko reveals that the Sh3 billion contract was doctored and tailored to give competitive advantage to Pioneer Assurance Company. Ouko is now questioning how the Interior ministry paid Sh3.4 billion between September 2014 and October 2015 to Pioneer Assurance Company, said to have been awarded the contract irregularly. Ouko says an examination of the evaluation report showed the lowest bidder was knocked out because of obvious and correctable oversights that did not affect the substance of the tender. The Auditor General has unearthed massive irregularities in procurement of the multi-billion insurance scheme for police, awarded to the firm that submitted the highest bid.
