Senior Congress leader and Rajya Sabha MP Kapil Sibal , the force behind the opposition’s impeachment motion against CJI Dipak Misra , said the move had nothing to do with judge BH Loya’s death case or any other specific case. It has nothing to do with the notice given to the chairman of the Rajya Sabha for discussion of a subject in the House. These are not proceedings in the house, these are proceedings initiated under a constitutional provision and regulated by an act of Parliament… The entire controversy is misplaced.The Rajya Sabha chairman, according to my understanding, is not a quasijudicial authority. That had nothing to do with politics; it had nothing to do with any of the members who have signed the motion. Seven members of Rajya Sabha had retired in the meantime, which also shows that signatures were collected much before.
