However, in a March letter to the solicitor general, the OSPCA announced it would be walking away from this important responsibility no later than June 28, 2019. Solicitor General Sylvia Jones requested that the organization maintain its enforcement role until the end of 2019 so new legislation could be written. In the end, abused and neglected animals lose and the taxpayer pays a hefty price. On May 17 the solicitor general filed Regulation 59/09, which allowed OSPCA affiliates that want to continue enforcing animal-cruelty legislation to continue doing so. Animal welfare in Ontario can only succeed when the needs of the abused and neglected animals are met.
