The report found that the department’s approval rate for new study permits was lower than what was initially projected. In 2025, the department forecasted 255,360 new study permits, but as of September 2025, only 50,370 were approved. The auditor general’s report also found that there was an increase in the number of study permit extensions relative to new study permits.
