DEVELOPING: One person was killed and three others were injured Sunday after at least two explosions rocked a Japanese city, authorities said. Broadcaster NHK reported that blasts took place at a public park and a nearby pay-parking lot in Utsunomiya. Helicopter footage showed two burned-out cars side-by-side in a parking lot. NHK reported that a camera at its station picked up the sound of three explosions at approximately 11:30 a.m. Sunday (10:30 p.m. A few minutes earlier, a car caught on fire in the parking lot.
