Under Rule 7 on Public Disclosure, the IRR states explicitly:Section 1. He defended the restriction of public access to the SALN of officials, saying that the SALN was supposedly being “weaponized” against government officials. And why is there a recourse to interpretation of the SALN law when this is not a case before the courts? It may be that he is raising here a genuine question about the provision on the public disclosure of the SALN. The Ombudsman is only a custodian, for a time, of the SALN of the President, among several officials.
