In February's report to government officials, the ministry describes the MIQ fees scheme as "complex", "challenging", and "administratively burdensome". The documents show by February, about 22 percent of all returnees were liable for MIQ fees. Returnees will soon have 30 days to pay their bill rather than 90 days, and they will be offered credit card payment. "We're in the process of going back through those cases to see if they're liable to pay.
