Therefore, even with huge criticism, the role of bureaucracy in public policy making is important and needs to be focused on. Keeping the proposition in mind, the agenda and priority of the public policy need to be formulated. This mechanism may help to develop research-based public policy and may reduce the gap between theory and practice. At this point of time, the policy focus should be to ensure cultivation in every inch of cultivable land including the household yard and backyard.
