The initial observation, there are far too many weak banks, is entirely true. Which brings us back to our original observation about weak banks. If the problem is weak banks, then the solution is different. For merging weak banks, even with strong ones, just retains the weakness in the system. Insist that only banks which are strong may remain as banks.
