In 2011, Bill English was calling New Zealand's prison system a “fiscal and moral failure” but now we learn that the National Government is spending upwards of $2.5 billion on new beds and staff to man the extra prisoners. Is this an ‘ambulance at the bottom of the cliff’ and why is National looking at doing this when we have already been told by Mr English that “we shouldn’t build any more of them”.
