Jason Howarth told the New Zealand Herald he was out on his boat in the harbour when he saw the man. He said the man was proving to be a nuisance as he could hear cars honking their horns as they tried to get past. He took a video of the man, which shows him making slow but steady progress across the bridge as cars drive around him.
