Running for public office is a significant undertaking. Mr. Edwards envisions a voluntary certification showing a basic level of knowledge appropriate for the office held. Certification would help voters choose policy makers competent in the areas likely to be needed to do a good job. It would not be seen as a prerequisite to holding public office although ideally voters would choose the person who has demonstrated their competence in matters of public policy. Offering certifications for free could encourage a larger pool of potential office holders and potentially create an electorate better educated on policy issues.
