Yet, red light districts have a long history in Taiwan, which may offer illumination. An interesting paper by Sammonji Masaya observes that after Taiwan became Japanese, numerous Japanese sex workers made the journey to Taiwan. Males could solicit sex workers without fear of the law, because only the sex workers were breaking the law.
