A North York industrial bakery where five temp workers have died on the job used an elusive network of temporary help agencies to claim millions in false tax deductions, according to the Canada Revenue Agency. A Star reporter hired through a temp agency was paid minimum wage in cash with no deductions at a payday lender. The temp agency later turned out to be an empty unit in a strip mall. These minimal responsibilities are the whole point of using temp agencies, said Rotfleisch. The Star was able to locate just one of the temp agencies’ listed directors at an apartment in North York.
