On Nov. 4, the district council voted to pass a pigeon prohibition bylaw, which effectively bans anyone from owning or keeping in captivity a pigeon and sets a fine of up to $10,000 for failing to obey the bylaw. Noting that she had a neighbour who is a keeper of pigeons, Forbes excused herself from votes related to the adoption of the new bylaw. “I have a pool that pigeons fly over,” she wrote, adding they also poop and roost on her property. She was told that the district had investigated her complaints and carried out inspections at her neighbour’s home. He has previously asked the district’s chief administrative officer to conduct a review of the way council handled the pigeon ban.
