SEOUL—North Korea said it wouldn’t give up its nuclear arsenal until the U.S. first removed its nuclear threat, raising fresh doubts about a breakthrough in stalled bilateral talks. The remarks, published Thursday by the country’s state media, come a day after Washington’s lead negotiator on North Korea, Stephen Biegun, appeared to offer an olive branch to Pyongyang. He said he would reconsider restrictions on U.S. aid workers’ access to the isolated North.
