Photo: GettyWASHINGTON—Congressional leaders began negotiations with the White House over a two-year budget deal but hit a sticking point over Democrats’ efforts to raise non-military spending. After a two-hour meeting Tuesday morning and another huddle in the afternoon, the top four congressional leaders and a trio of senior Trump administration officials ended their talks without reaching a deal that they had earlier suggested was within grasp.
