Eighteen people were injured, two seriously, when the balcony gave way at the Castle St flat on March 4. A Dunedin City Council investigation soon after the event determined that the collapse came as a result of "the balcony being critically overloaded beyond its ultimate capacity". Despite reports that people were jumping on the balcony, video footage showed this was not the case, he said.
