Local television news stations almost always preempt programming in favor of covering tornado warnings on an active severe weather day. News stations cover tornado warnings because it's an incredibly important service that saves lives. A ticker scrolling tornado warnings along the bottom of the screen isn't enough. One of the stipulations of a broadcast license from the FCC is that television stations exist to serve the public interest. People in harm's way deserve every chance they can get to hear a tornado warning and seek shelter.
