The Newport Beach City Council is expected next week to reverse several approvals for the derailed Banning Ranch development. Balboa Island water mainAlso Tuesday, the council will consider a contract to replace the water main on Balboa Island. The cast-iron water main to be replaced runs along Balboa Avenue on the main island and portions of Collins and Opal avenues. Animal shelter FriendsThe council also will consider formalizing the city’s relationship with the nonprofit Friends of Newport Beach Animal Shelter. A cooperative agreement would allow the boosters to work with the Newport Beach Police Department, which operates the shelter through its animal-control division.
