Public servants were involved in the production of the videos and links to them were posted on departmental websites. In fact, Treasury Board President Scott Brison had barely announced the new regime to ban taxpayer-funded partisan ads when the government was under fire over whether it breached the new rules. He was also a key player in writing the values and ethics code for public servants. He has written various papers calling for tougher communications rules as part of a “new charter of public service” to legislate rules that would guide relationships between politicians and public servants. The spirit of the changes are right and it goes in the right direction, but it’s missing some wheels on the car.
