The unclassified bulletin said that the terror group Al Qaeda might be planning attacks for Monday, the day before the election, in three states, New York, Texas and Virginia, the official said. Andrew M. Cuomo, a Democrat, said on Friday that additional state police officers and National Guard soldiers would be on duty on Election Day. “What they really want to do is disrupt the democracy in this country,” Mr. Cuomo said at an event in Brooklyn, referring to terror groups. “Election Day, the exercise of that democracy, the high holiday of that democracy, of course is going to present a target for them, and of course we’re going to be ready.”
