If Lt. Gov. Kathy Hochul loses to New York City Councilman Jumaane Williams for the office of New York lieutenant governor, Gov. Andrew Cuomo could be forced to run with an adversary in November. Mr. Cuomo has faced little friction in his Democratic primary run for re-election for New York governor, but his lieutenant governor, Ms. Hochul, is fending off a liberal insurgent winning early support—before she even hits the campaign trail.
