New York Gov. Andrew Cuomo said he would unveil his proposal for a new state budget on Tuesday, weeks before the deadline. Mr. Cuomo, a Democrat in his third term, is required to release a budget proposal by Feb. 1. Initially, the governor had been expected to introduce a budget blueprint at the end of January, according to several people familiar with his plans.
