Against all odds, New York City wants to know how its residents are doing. The city is currently running a “You Can Count on New York” contest, which promises 10 lucky winners who complete the 2020 census $1,000 gift cards for food delivery service Seamless, a local unit of Grubhub. But the contest itself shows the city could use a better pulse on its residents.
