A high-ranking New York City education official arrested Sunday had allegedly planned to meet in a Wisconsin hotel room for sex with someone he thought was a 14-year-old boy and had sexually explicit images of a student on his phone, federal prosecutors said Friday. David Hay was arrested at a Milwaukee airport on allegations he used a computer to facilitate a child sex crime. He was immediately fired from his post as deputy chief of staff to city schools Chancellor Richard Carranza.
