Maria Torres-Springer, who has led New York City’s housing-development agency for the past two years—her third top post in Mayor Bill de Blasio’s administration—is leaving city government to take a job in the private sector. Ms. Torres-Springer, 42 years old, will step down in early March to take a job as vice president of U.S. programs at the Ford Foundation.
