By law, the president's' budget for the coming fiscal year is required to be sent to Congress by the first Monday in February. That means the Trump 2019 budget is due no later than February 5th. Regular appropriations aren't even the only 2018 budget decisions that still need to be finalized. The 2019 Trump budget will be a Trump political campaign brochure rather than a serious proposal that provides guidance for Congress. Even more than almost all recent presidential budgets, the Trump 2019 proposal will be dead long before it arrives on Capitol Hill.
