Joshua Stein hits the nail on the head in describing the damaging effect of New York state’s new rent regulation on the housing market (“How to Kill a Housing Market,” Cross Country, Sept. 28). The landlords aren’t the only losers here. My company provides design and construction services for several residential property owners. I’ve witnessed firsthand how the improvements and beautification of residential lobbies, corridors and apartments changed the lives of low-income tenants. The residents behavior changed.
