DES MOINES, Iowa—The Democratic National Committee announced new rules for the Feb. 19 debate in Nevada that eliminates a previous fundraising criterion, giving former New York City Mayor Michael Bloomberg a chance to qualify. The DNC is giving presidential candidates three ways to qualify: a 10% threshold in four national polls, a 12% threshold in two polls in Nevada and South Carolina or getting one delegate in either Iowa or New Hampshire.
