Neil William Cohen and Paul Reinherz Quitman Wolfson are to be married Jan. 15 in the Washington chambers of Cornelia T. L. Pillard, a judge on the United States Court of Appeals for the District of Columbia Circuit. Mr. Cohen, 50, owns International VAT Consulting Group, an international-tax consulting service in Falls Church, Va. He is the son of Phyllis H. Cohen of Boca Raton, Fla., and the late Maurice S. Cohen. His father owned Co-Hen Egg Farms in Dayton, Me. Mr. Wolfson, 55, is an appellate litigation partner in the Washington law firm WilmerHale.
