Navotas OKs new ordinance setting curfew for minors


MANILA, Philippines — Navotas Mayor John Rey Tiangco has signed a new ordinance prescribing disciplinary hours on minors, after the Supreme Court struck down an earlier curfew ordinance for being unconstitutional. Tiangco hopes the new ordinance will instill discipline in minors and in their parents, who will be penalized as the minors' guardians. The new ordinance does not specifically include "political activities," such as political rallies, among the exemptions, despite it appearing in an earlier draft. "The Court finds no reason to prohibit them from participating in these legitimate activities during curfew hours," the Supreme Court said of the Navotas ordinance. The new ordinance also shifts the burden to the parents, who will be fined for every minor caught violating the curfew.
