U.S. sanctions and other restrictions on Ethiopia and Eritrea may persist despite a recent peace deal between the Ethiopian government and the Tigray People’s Liberation Front. 13818 in 2017 as part of the Global Magnitsky Act, authorizing sanctions against individuals responsible for human rights abuses and corruption around the world. 10In September 2021, President Joe Biden issued Executive Order 14046, authorizing sanctions against entities and individuals responsible for “widespread violence, atrocities, and serious human rights abuse” in Ethiopia. These sanctions later were codified in the Ethiopia Sanctions Regulations. Ethiopia remains excluded from the AGOA trade preference program, and the State Department’s restrictions on visas and defense exports remain in place.
