This comes after a review from the Combined Threat Assessment Group (CTAG) which determined the threat level should be lowered. The terror threat level is set by CTAG - a multi-agency group with the primary task of continually assessing New Zealand's threat environment. The new level remains higher than it was before the March 15 terrorist attack when the threat level was low. But how New Zealand responds to that threat level is determined by the senior officials' advisory group for emergency situations – ODESC.
