In this case, USCIS is replacing one idea with another and, at least over time, reshaping our conception of the agency’s role — and perhaps of the United States’ relationship to immigration more generally. The narrative of the United States as a nation of immigrants, of course, was always more aspirational than accurate. But the USCIS mission overhaul is scary, too, and its goal is the same: By changing words, the White House hopes to change the country.
