The papers raise new questions about whether John MacDougall, a Conservative appointee, was forced out by the new Liberal government. On a Friday afternoon mid-March, McDougall announced in a brief email that he was taking indefinite personal leave, effective the following Monday. It outlines, in general terms, a vision where the NRC will choose from a short list of 10 major programs.
