Instead, the CPP has ordered the its armed wing – the New People's Army (NPA) – to expand the use of command-detonated explosives (CDX) in launching tactical offensives against government forces. The CPP also challenged the military to file charges against the NPA for violating international conventions over the use of CDX landmines. It must continue to be effectively and widely employed in waging mass guerrilla warfare.”Instead, the CPP also ordered the NPA to step up the manufacture of CDX landmines. “CDX landmines,” it said, “are legitimate weapons of war and are allowed under the Geneva Conventions and the Ottawa Treaty on Landmines."
