Pangilinan-led NLEX Corp. is ramping up construction work of its Caloocan interchange along C3 road, which is being targeted to connect two major expressways. The main line of the NLEx Harbor Link Segment 10 was opened to the public last February 2019, easing congestion going to Manila’s Port Area. NLEx Connector Road, meanwhile, is an eight-km elevated four-lane toll expressway extending the NLEx southward from the end of Segment 10 in C3 Road in Caloocan City to Polytechnic University of the Philippines in Sta. The project includes two interchanges located at C3 Road in Caloocan and España in Manila. NLEX Corp., operator of NLEx and SCTEx, is a unit of the Metro Pacific Tollways Corp., the tollways arm of the Pangilinan-led Metro Pacific Investments Corp.
