MANILA, Philippines — The National Grid Corporation of the Philippines (NGCP) did not influence the shocking electric bill spike experienced by consumers during the strict enhanced community quarantine, House Deputy Minority Leader Joseph Stephen Paduano told reporters in an interview on Friday.
