That decision helps clear the way for the league to potentially put the Raiders’ relocation plan to a vote at the NFL owners meetings later this month. Goodell said the league still had to study the depth of the Las Vegas market and whether it had the means to support an NFL team. Those examinations intensified during the past month as the Raiders scrambled to secure financing for a proposed 65,000-seat domed stadium in Las Vegas that may cost as much as $1.9 billion.
