The NEC is also implementing the North Eastern Road Sector Development Scheme (programme component) to upgrade important and strategic inter-state roads. It has transferred the scheme from DoNER to NEC for implementation and the scheme is 100 per cent centrally funded. Now, the total funds available to the NEC are proposed to be bifurcated into two components (state component with 60 per cent funds and central component comprising 40 per cent). The state component will be utilised for the projects in each state as per their share on normative allocation basis. For the central component, the projects having regional character, requiring inter-ministerial intervention are to be taken up.
