The Court noted that CBI reports suggest that Thakur is “a very influential person and people in the neighbourhood are scared of him”. In fact, the Supreme Court records the CBI finding that neighbours lived in “apparent terror” of Thakur. “The transfer seems to suggest that the Social Welfare Department was aware of certain unsavoury activities in the shelter home,” the Supreme Court observed. Ushering in transparency again, the Supreme Court lifted the blanket ban order passed by the Patna High Court August 23 with regard to the media reporting of the case.
