A progress hearing report, compiled in June this year and released to Stuff, says the “report from his probation officer is somewhat spartan”. He is to remain at the approved address between 10pm and 5am daily, unless he had the prior written approval of a probation officer. “The report before us concluded with a comment from his probation officer as to the impact of Mr Churchill being accompanied by supporters to meetings with her. “There seemed to us to be an element of manipulation that had developed in his relationship with his Probation Officer. “That identifies some progress on the part of Mr Churchill” and assessed him “as falling in a group of offenders with a medium to low risk of interpersonal violence”.
