“I will always be a deficit hawk,” President Donald Trump’s budget director, Mick Mulvaney, declared Monday. Come again? Those words don’t mean what Mr. Mulvaney seems to think they mean. He is, after all, about to preside over a historic rise in the budget deficit due in great part to a tax cut he and Mr. Trump enthusiastically supported.
